Does no contract mean slower results?

An agency that can be given notice at the end of any month has to show progress continuously rather than at renewal, and the honest version of that is being told when a month produced little. There is a real argument for it and it deserves stating fairly. SEO compounds: much of the first two months is foundational work whose payoff arrives later, and an agency that invests heavily up front can lose money on a client who leaves in month three. A minimum term lets them front-load effort without that risk, and some genuinely do more early work because of it.
The weaker version of the same argument is that a contract removes the pressure to perform. Both exist in the market. The way to tell them apart is not the contract length but whether the agency can describe, in writing, what the front-loaded work actually is — if they can, the term may be reasonable.

Ask what happens to the assets if you leave. The website, the domain, the Google Business Profile and the content should be registered to you, so that changing supplier costs you momentum rather than everything. Get it in writing before you start, not when you are trying to leave.
Ask for a month's deliverables in advance — an actual list, not a description of ongoing optimisation. Ask how enquiries will be reported, separately from rankings and impressions. And treat any guarantee of a specific Google position as disqualifying: results vary by searcher location and change constantly, so a guarantee is either meaningless or about to be gamed.

Not necessarily, and it would be self-serving to claim otherwise. If two agencies quote similar work and one wants twelve months but can show you the front-loaded programme that justifies it, that may be the better deal. Contract length is one variable among several.
Where it clearly matters is when you have been burned before, when you cannot yet judge whether an agency is any good, or when cash flow means you need the option to stop. In those situations a rolling agreement is not a preference, it is the thing that makes trying at all reasonable.
